Bubbler Foundation Annual Dinner This Year's Honorees
Bill Hartman and Barb Wilson

This year's dinner was held Friday, May 12th at the Allenberry Resort. The annual dinner honors the Foundation's 'Wall of Acclaim' recipients.

BARB WILSON

Barb has served the residents of South Middleton Township for 22 years and was appointed Township Manager in 1994. This position is directly responsible for the daily operation and all aspects of Township government under the policy direction of the Board of Supervisors.

During her tenure, Barb was instrumental in reducing real estate millage from 3.25 to 0 mills, created the Township’s first Personnel Manual, established the State reimbursed pension plan and many other incentives for employees. A recycling program and bulk pick-up contract was established and is used as a model by other municipalities. She oversaw the creation of a compost facility through grant funding, established a 5-year road maintenance plan, acquired an additional 176 acres of parkland and open space, the creation of the first Township logo and motto, along with many other projects and upgrades during her tenure. Barb has received many certificates and awards over the years and was dedicated to making South Middleton Township an example of a well-run operation to surrounding townships.

BILL HARTMAN

After serving 20 years in the United States Air Force earning many accolades and military honors, Bill settled back in Boiling Springs with his wife and two children. Since returning, he has devoted countless hours serving in many capacities with the local VFW and other organizations.

He was instrumental in getting the Clock Tower refurbished and the chimes back in service, as well as a new Veterans Park Sign. He has been very active with the Alumni Association, developing the "Christmas by the Lake" event held each year, and helping with many other projects the Alumni sponsors. Bill’s devotion and service to the Boiling Springs Community has been ongoing and his dedication is displayed in every project he is involved with – Memorial Day, Homecoming, Halloween Parade, Christmas traditions and many other events throughout the year.
